I'd love to get rid of quotas if you can think of another way to regulate our gymleaders. Apparently we can't trust them enough to accept their challenges.

Gymleaders are quitting because of what we're currently doing to them. I vote we get rid of the quota and get factions soon so that they have some sort of advantage hopefully.
