The policy is that current leaders must inform an admin personally when they wish to take on another player as their co-leader. It's always possible that the screenshot is old, or taken out of context. Then show your pixelmon gym team to an online admin who can then promote you if these conditions are met.

There are four admins, not just 1ce. Farmer can contact any one of us about it. And the amount of time you have played on the server is not a part of gym leader eligibility.
