After a LOT of research I got Pokémon Red onto my iPod Touch WITHOUT JAILBREAK! Here's how you do it:

Step 1: Change the date to BEFORE February 19th 2014.
Step 2: Go to Safari and in google type "emu4ios".
Step 3: Click on the top option.
Step 4: Go to the 4th option (the one that says GBA4iOS 2.0) and click Install.
Step 5: Click "Download GBA4iOS 2.0.1"
Step 6: Say yes to whatever pops up
Step 7: Open the app
Step 8: In the top right corner there should be a + sign. Click on that.
Step 9: In the top right corner there should now be a magnifying glass. Click that and search for whatever game you want.
Step 10: Click on the game title you want and scroll down to where it says "Download Now"
Step 11: If it goes back to the top of the page just scroll down again.

It only took me like 5 minutes to find out how to do this...

It took me less than 5 mins to get it. You can also get DS games with it. I got Pokemon Platinum on my ipad.
