Johto Elite 4

How is this going to work now? Will the next 4 people that have 8 Johto Badges become Elite or will they have a chance to fight the champ?
In my opinion the first 4 people that have 8 badges now should get a chance to become Johto Champion. Otherwise everyone is going to wait until 4 people actually want to become Johto Elite and not champ.

The Rules for Elite 4 set by Rigby & Oddy state that if this scenario ever happens, challengers will go straight to fighting the champion and the loser will take the 4th Elite spot.
Then the next challenger will have to face 4th Elite and then Champion if they beat the 4th Elite
