Firstly, as Tene said, you need to have three badges and a combat stat over 100.
Secondly, if you are a gym leader you have to fight everyone, not just the weak ones. If someone asks to challenge you cannot deny them.
Thirdly, you can't remodel (build) the gym course unless you have admin permission which will only happen if it is necessary.
