Why some PokeFans have VIP's

Why do some PokeFans have VIP's? I am a PokeFan and i don't have one, guilliam who donated after i did has one but i was told i dont get one so why don't i get a VIP?

Guilliam did donated for the pokemonserver when there was a Vip room for Pokefan and there are much more like him

in my eyes : if you really want a vip i think that you need to donate 15$ more you get a V.I.P room and it really helps the server ;)
