Ok so the past some days he has been asking me to battle and i refuse because i dont want to (Not Gym battle), And i guess he has got mad or something because he has repeatily broke rule one, here is proof:














I don't know why he did this but when I asked him to stop he kept on so i think he deserves some punishment.

You never said to "stop".  Almost all these pictures are irrelevant. In the pictures the worst thing I said was "You suck".  Oh btw theres a new command its called /ignore

You know what if he annoyed  you there is a new command call /ignore. If you don't want to hear him talking then do that command. This Report/punishment is irrelevant, there was no rule to be broken. Its just an opinion or what ever he would said to you. If your are that really angry at him just ignore him that's all I have to say. Admin/Mod  Please lock this thread.

/ignore would be your best bet in this situation.
Your screenshots however, shorten them, they are so wide that they extend the screen.
