No, they don't.
What people don't think about, is that the transition from one level to the level the ledge is on, is
smooth. There is no such thing as a smooth incline in minecraft. Not to that small degree. Heck, even if that server wanted to do it, they did it wrong anyway. There is no "downward decline" in the ground leaving route 1, nor leaving Viridian Forest. They fucked up even that simple idea. And look at that little farm area in Pewter City. What kind of sense does it make to have the entire area elevated, when only the front of the farm is ledged? Why not elevate the entire city, and have a "smooth incline" to compensate the entire city up a little? It simply. Doesn't. Work.
