I believe he's referring to the fact that the lower Manhattan region of New York, Castelia's real life counterpart, is on an island.

Though Castelia is not on an island in the games. Unless Victory Island or that other one, but they should be done later, after the rest of the region is finished, or at least at the stage where its been terraformed.
