No. The Johto Indigo Plateau is
1. Not the only Elite 4 area in the server
2. Not that important
3. Not big enough to have all of them nearby
4. Not the reason I added them in. I like the idea of having a giant ring/rectangle of "border guards" around the edges near the worldborder.
